Could Trump's wall be keeping us in?

Lately I've fallen into a conspiracy theory rabbit hole, while I don't believe most of them, I do find them interesting. Recently I read one about how the wall could be used to keep us in instead of keeping immigrants out. Thoughts?

Some time ago we had a wall in Germany... Worked pretty well for some years... 
The point is, if you keep people in, you can control them better and do what ever the hell you want... but you still have Canada on the other side, so don't worry 🤣😝

I feel like for that to be a thing he'd need a wall at the U.S./Canadian boarder in addition to banning all international flight and shutting down all ports of entry for ships. We'll wait and see, I guess. 😂
