Paying drug addicts to prevent pregnancy

What they do at Project Prevention is, according to founder Barbara Harris, "work to get drug addicts and alcoholics on long-term birth control so they don’t conceive while using." How they get them on long-term birth control is, they pay them $300. They don't offer pills or condoms. They offer iuds, implants and sterilization surgeries to women who are drug addicts. They pay the women $300 in exchange for the service. The idea is that it prevents child abuse, since children born to these women will likely have deformities and go into foster care. It's 100% legal and the women agree to it up front. Over 4000 people have agreed to the deal in the USA and U.K.  Some claim she is a eugenicist or nazi. Some say it's bribery.
