Euthanizing a pet yourself..

I came across this comment on Facebook and I was a bit shocked by it. Do people actually do this? Is this legal where you live? Would you consider this a humane way of euthanizing a pet?

From what I have read..where I live it is only legal to euthanize your own pet if it is very near death.. Thank goodness I have not been in that situation but I just don't know if I could bring myself to even do it.
