When should I tell him?

Should I tell my boyfriend if I'm having a pregnancy scare?  I don't want to freak him out because my periods can be a little irregular sometimes.

I would test and make sure you are pregnant first.

I wouldn't, no reason to freak him out about something your not sure about. Hopefully you have a strong loving relationship and he may be supportive and loving about the whole situation. I would wait until you have a very positive pregnancy test or a sonogram photo. 
Men (in my experience) can't handle stuff the way women do. He MAY freak and get angry thinking your trying to trap him, then he may decide to leave. It could basically cause a shit storm over nothing. 
OR 
He could be amazing and hold your hand and hair through the whole thing. 
Only you know the answer, follow your instincts and do what your gut tells you.
