Who should have her??

Who should be taking care of my sister. Yes, I k ow my mother is the parent, but she isn't doing what she should be doing as a parent. She hasn't had a job in 3 years. She has a criminal drug background. She has a drug addict boyfriend. She has no where to live. She does have food stamps I guess. She doesn't even have gas money or a way to get my sister to school. My sister is 17 and starts her senior year tomorrow. She also doesn't have my lisence because of my mom.

I am married, have a house, 2 cars, we both have jobs, we drive to her school area everyday (it's 20-30 minutes from my house), and we can support her and help her get her license and stuff. She doesn't have anyone else.
