Is this safe for baby? It does not lay on the seat but rather over the baby and the buckle goes through the blanket.

There should be nothing between the baby and the car seat and straps. You can tuck a blanket around baby on top of done up straps.

You need something that just goes over the straps. This is what I got and then I'll tuck a blanket over him after he's buckled in.
