Wic and leftover amounts

Today I applied and got approved to WIC. First time on this program and was just curious as to what happens to the unspent amount? I had a max. of $18 for 2 gallons of milk, cheese, juice and peanut butter and that all came out to be $9.71

I got everything on my voucher for the exact amount of ounces allowed. It says the least expensive brands so I got the cheapest of everything and just wanted to know if those funds gets used for another WIC member or does the government allocates them into other programs? Thoughts?
