Doctor won't insert my IUD

I had my consultation today and she did a mock insertion thing kind of like a pap where she opened my cervix and stuck something inside me and anyway, it really didn't hurt, it was a bit uncomfortable and was less than a period cramp. But she wont insert it because my cervix is too tight and she's worried it will really hurt.

I don't want the anestheptic needle, and I'm pretty sure I can deal with the pain. But honestly how much can it hurt? Any ladies who experienced severe pain during the insertion? I can go to family planning but cant get an appointment for 3 more months!

UPDATE: I went and got a second opinion from another doctor, and now I'm booked in with the specialist to be sedated when it's inserted. Only $100 gap fee, pretty happy with that!
