Anyone else still having problems brushing babies teeth?

We have always brushed my babies teeth and gums twice daily since before he even had teeth. But he cries and pushes the toothbrush away so I am not properly getting to brush his teeth. I have tried everything to try to distract him.

Do you use toothpaste? I found using the fluoride-free toddler toothpaste helps because he likes the taste. And sometimes he absolutely refuses to let me brush his teeth because he wants to do it, I let him, I figure him halfway brushing a couple teeth is better than none at all.

he'll let me brush the bottoms but won't let me brush the tops. I figure it's more for routine than anything.

My son will take the brush and won't let us brush his teeth.  He mostly chews on it, probably because his gums hurt.
