Hcg levels for 13/14 dpo

I am going in for blood tests to check my levels every 48 hours, because of a previous miscarriage at 9 weeks. Today I should be 13/14 depo and my hcg was 33 and progesterone was 19. The nurse said they won't know anything until my second draw, but does this sound low?
