homeless/disability.. advice?

this is a REALLY LONG STORY. but the shortest version possible: my sister was/is a drug addict. almost a year ago she was in a terrible wreck that left her mentally disable (along with a few very minor physical issues such as uncontrollable bladder and bowels). she filed for disability but is still waiting. she has had a few relapses and she has no one to live with. she has taken advantage of many family members way to often for them to accept her into their home. (she has stolen things, vandalized things, became violent, stolen cars, let drug friends into the home). so she recently relapsed again. and since this relapse she is homeless. she cannot stay with me (I have a very young baby that this cannot happen around) my husband has a secret security clearance and I have a job that just being around her could jeopardize our careers. plus I can't have her doing all this around my baby. I've called shelters but they said that she can only stay at night for 5 days max and they make them find employment during the day. she can't get employment because of her disability. however she has no money because she is still waiting for approval. she also needs phscological help. however she is still on our dad's insurance so she can't get medicare. but he is withholding his insurance from her and refuses to take her off it (she is an adult). I've called homeless shelters, and assisted living facilities and they basically have no suggestions on where to start or how to help? suggestions? m
