Maybe it's just the picture, but is his eye a little swollen? If so, maybe its an allergy to something you're eating (if you're breastfeeding)?

If you are breastfeeding I've heard that putting breast milk on it can really help. Also if you are using lotion in the baby make sure it is gentle and not full of perfumes. Look for either a natural lotion or like baby eczema type lotions.
