I'm dating this guy he's 19 turning 20 December 15th I'm 16 turning 17 January 8th. is he to old? My mom likes him and approves but my dad doesn't know about him yet.

You're still a child..the gap isn't big but it's a child and adult relationship and that's never ok in my book.

I don’t think it’s old only because when I was in high school all the kids with late birthdays were 18-19 as seniors. So yes they’re adults but we were in the same school.

Your mum shouldn't approve. At the age you need to be with boys Your Own age.  
I was in a relationship at 15 with a. Guy 4 yrs older and it was the worst mistake of my life and led to another shot relationship afterwards.  You don't need to be having an adult relationship or even a sexual one yet.  Just stay friends with this guy and see if he sticks around....

I don't know about your state, but in NY the legal age of consent for sex is 17. So it's not bad, but the law might say different.
