I agree with it being a dehydration problem. I know when my lips are dry I haven’t had enough water for the day. I immediately fill a cup for myself and while I’m waiting for the to “soak” in I use aquaphor on my lips.

Carmex lip balm jar and blistex are the best ones I feel, drink lots of water that always helps, you can exfoliate your lips with your toothbrush by scrubbing them and then add the lip balms after and that will help with dead skin
