Taming crazy eyebrows?

I have really crazy wide eyebrows. Since I first started plucking them they have got a bit of shape. They used to be full right into my eyelids!

Ever since the beginning I've been told to never pluck above the eyebrow. Even online advice says this. But now the underneath is tidy the hairs above the eyebrow seem really obvious and make them look messy still all the time.

Im nervous about plucking them tho as everywhere and everyone says not too. But I'm not sure how I can make them look less messy without removing these hairs? I also just really don't know how to shape them. I've had them waxed once a year but they still never have that great of a shape. I feel like they are untameable!
