He’s leaving me behind

My boyfriend has no license and no job. Im in college and working part time. I drive 30 mins to see him all the time. Hes “working” on getting his license and blah blah but its taking forever. (Hes 21 by the way, i am 19). Hes a great guy. Really really great. But now hes decided he wants to move an hour away for his best friend to a city he loves. I know he’ll be happier there ans not here and he asked if i wanted him to stay but i know he wont stay. He really wants to go. But ive spent all this time and money driving to see him and when he finally gets his license and job, he’ll be an hour away. I really want to move out with him. We had plans to live together but now he wants to leave. Why would you leave the person you love for no reason besides that you wanna live there. I would go with but im in college and cant leave for two years. Im just so stressed because i do everything for him. I have no clue what to do anymore
