Swollen breasts 2 weeks post period

I finished my period 2 weeks ago. Two days after my period ended, my breasts began swelling (worse than they do when I'm getting my period)...I was unsure why they were swelling as my period ended..I waited it out and here we are 2 weeks later and my breasts are so swollen/painful and will not fit in my bra. The nurse said to increase water and decrease caffeine (which I hadn't even changed up in the first place) and said to take an at home test. I took a test last week and it was negative, but also think it is way too early to tell (as it was one week post period) anyone experience this? I'm going to take a test soon after I ovulate..advice?
