Rubbing nose...upper teeth coming? 8 months old now

My daughter has been rubbing her nose/upper lip area with her hand for weeks....as if her nose is itchy or something. She closes her eyes and rubs it vigorously. She doesn’t cry or fuss about it. There’s nothing in her nose, it’s not runny or stuffy.

Could this be a sign that her top teeth are coming in? She only has her two bottom teeth so far. Has anyone else’s baby done this when their top teeth were coming? Or any other ideas what it could be?
