my newborn doesnt sleep

hi everyone. my 1 month baby is so sleepy but. it's so hard to make him fall asleep.im rocking him on my arms singing but he is not going to sleep only milk making him to fall asleep sometimes. but it's unhealthy to give him milk every 1 to 1:30 hour. plz any idea how to make him fall asleep. I know it's very important for him to sleep huh.... helpppp
