It looks like a bruise to me

The reason I ask for other symptoms is because i used to get that after it gets really itchy, then it turns dark brown.
It was a sign of acanthosis nigricans or insulin resistance. That was an indicator of PCOS. I stopped having them after I changed my diet and started taking Metformin.

Honestly thats kind of how one of my varicose vein started. Looked like a bruise mixed chafing then turned into a dark vein. Felt like a bruise. But could also just be something irritated it, just keep an eye on it and if it get worse get it checked out.
