Not sure how to react

I was at the grocery store and my daughter was sitting in the cart. A boy who looked around 12-13 years old was waving and smiling at her. I continued bagging my groceries, and I look up and he takes a picture of my daughter and walks away. I didn't say anything but I was a little shocked and creeped out. What would you have done?
