Diaper rash cream and cloth diapers

I have mostly pocket diapers and while I know normal diaper rash cream/ointment shouldn't be used on cloth diapers because it messes with the absorbency, I'm wondering if it's fine to use with pocket diapers since there's cloth between the absorbent portion (inserts) and the ointment? or do I just need to get liners to use the ointment?

I have natural ointment but it's not cutting it.
