There's always a chance of getting pregnant. But if used correctly the withdrawal method can be pretty effective. However, he must be really in touch with his body and be able to pull out in time. Also the soap and water isn't going to do anything, have him pee in between rounds. It's the best way to kill any leftover sperm. Ohh and it's not safe against STDs....so there's that!

If the man has amazing control, yes. I believe the perfect use rate is somewhere between 80 and 90%. Precum has very few sperm compared to semen so it's difficult and unlikely that they would make it. It's probably best used paired with another method, though.

Pulling out is not a very reliable method, because there is still always a chance something could happen.  A man should also use the bathroom after ejaculation, not just wash up, sperm can still be left.  Condoms, birthcontrol, spermicide, ect.  There are many forms of safty everywhere. @.@
