Question about Delivery

I'm an hour away from my hospital and they know this so they try to be accommodating of the situation (especially since it's been snowing as well) they know I can't necessarily wait until contractions are 3-4 minutes apart because i could end up having him on the highway lol

So they say they admit at 5cm. I'm almost 5cm. She said I'm a 4-5 and they almost kept me Monday night but because my contraction's slowed they sent me home. If I'm a 5 at this appointment will they admit me and break my water to start contractions?

I have been having a few this morning but I'm having really painful cramps and back pain more than contractions. I just don't want to be sent home at 5cm. I feel like you can progress quickly after 5cm. She said I was in early labor on Monday but because of contractions I wasn't in active labor. What do you think?
