If he doesn’t leave it means he doesn’t want out. If you don’t leave are you staying because you don’t want out as well or because you’re so use to the situation that you don’t know how to be by yourself? If I were either party I’d take a step back from the relationship and determine whether or not it was something I wanted to keep fighting for.

If you want him to go, then end the relationship and tell him to. 
If you tell him he can go and he doesn’t, then he doesn’t want to end it. 
Regardless I have never “gone at it” for 24/7 in a healthy relationship before. Talk through whatever it is calmly like adults. If you cant agree or agree to disagree, then perhaps you have reached an impasse
