I say a bold red lip to match the dress and a simple eye look, maybe gold with some black liner only on top.  of course fluttery lashes as well.

This don’t have anything to do with the makeup but I ordered a dress from that website and make sure you size your self right cause I had to order the same dress 3 Times to get the right size. They don’t have the same sizing as the US

That would be 100% dependent on your skin tone, eye shape, ect. Black and red would be great eith the dress with light shine on the eye lids. A winged eye is grest of a long eye shape, but more of a pin up for doll/round eyes.
