Not pregnant after 2 rounds of IUI

I’m at a loss as to where to go from here. My husband and I have been trying to get pregnant for 2.5 years. We did fertility testing and everything is normal (HSG, sperm, follicles, ovulation, etc.). So we decided to undergo IUI with Clomid. My ovaries responded well to the Clomid 50mg and I did the trigger shot since I had a negative ovulation test. My progesterone level was 19 on 7dpiui indicating I ovulated. Then 7 days later I had a negative pregnancy test and started my period. We repeated the same thing the next month, but this time my progesterone level was 40. Again, took a pregnancy test today which was negative and I just started my period.

It’s so disheartening. I’m not sure if we should try another IUI cycle or just do IVF. Any words of wisdom would be appreciated. Thanks guys.
