need advice

So my bf has been going to the police academy and he would come home stressed out and sometimes he would take out on me. Also we havent been having sex because he says that he comes home tired and just wants to go to sleep but yet for some reason he starts to tease me and it gets me mad because he puts me in the mood and afterwards he just falls asleep like seriously. Sometimes he even tells tomorrow i will give you some i promise that day comes and nothing and i get mad and tell him next time dont promise something you cant keep. I really need advice on this. What do you guys think I should do? or say? and btw tomorrow is our 3 year anniversary!!!
