BAH in the military

Piggybacking off another post, I recently read about the possibility of eliminating single BAH for dual military couples. I'm curious what other people think on this. 
Currently, dual military couples each receive the single BAH amount. If only one person is in the military, the servicemember receives the BAH with dependent rate.

I think it should stay the same. Otherwise dual military couples will be penalized for getting married.
