Idk what this is

Doesn’t hurt, this is the second time I’ve had this. Not a bug bite, inner thigh near my vag, liquid feeling when squeezed. I really would love to know if this is an ingrown hair, but I hardly shave around the area since it’s shown up twice. Cyst or what?!? Help. As big as a quarter or a few centimeters bigger.
