When I was 5'4" my doctor wanted my to be at least 115 preferably 120. And that's low end. (I have a hard time gaining weight) But it depends on your muscle level. I am currently 5'6" and weight a whopping 107 -110 pounds -.- you should be about 120 130 range unless you are very active and have muscle. If you have a lot of muscle then your gonna weigh more than that

I think it depends on your body type. For me, I am 5' 5" and have a small butt but really big boobs! And to me, I feel like my ribs stick out too much if I'm closer to 110, but I have a gut at 140. I like to be around 120-130 for me. I don't feel fat around that weight, but I don't look like I'm all bones and huge boobs if that makes sense. Be whatever weight makes you feel comfortable at!
