Anyone good with apple technology?

I have my photos stored on iCloud. I want to get them on my computer. How. When I try to put pics on the computer, hardly any go on because they’re not actually in my phone but in the cloud. So I tried to take them off iCloud to get them back on my phone but I don’t have enough storage so I’m like stuck in limbo

Icloud.com and sign in? You can download from there. 
Or use itunes to transfer them to your computer

You can log into the cloud on your computer and then download them from the cloud. It’s a pain because it doesn’t keep the date info, but it’s the best way I’ve found.
