I doubt it is the baby considering the uterus is still behind the pubic bone and the baby is less than an inch and a half big surrounded by a ton of fluid.

I'm on my first baby & I felt her move for the first time at 13 weeks. At 15 weeks she was like a little boxer inside of me.. Now she doesn't kick me, she just moves & jabs me (33 weeks now)

Around 12 weeks I started feeling flutters from the baby, yesterday was the 17 week mark and I seen her/him moving while I was laying down! This is my second baby.
