Doesn't take initiative Re Sex!

My partner and I don't live together and don't have our own homes. Anytime we want to have sex we have to stay at a motel or hotel. For the past 3 times I have paid for the hotel (3-4 star hotels) and he never ever takes initiative to pay for one. He'd rather not have sex. I am so sad! I love having sex and we usually only do it once a month anyway but he doesn't like to pay for the hotel :(
