Itchy legs!

So my lower legs have been super itchy lately. I thought it was razor burn at first but it's not right after I shave my legs. It's like 2 days after. They itch all the time and it's worse when I take a shower. I put lotion on all the time and it doesn't help. Any ideas on what it could be? It's so annoying and once I start scratching i can't stop and I make them bleed.
