Not parenting right? :(

Question

My daughter just turned 17months and is finally confident walking, so I decided to finally let her walk instead of being in the stroller. ( was only letting her walk until now Only around house because I was worried she wasn't firm yet walking)
She was running in all directions and not wanting to be relaxed at all. And I also noticed there was an 18month old boy, and he was very well behaved.  
Is my daughter to wild? And an older man also told me if I needed a "leash" for my daughter...
Am I not being a good mother if my daughter acts like this in public while others seem well behaved?

It was her first taste of freedom, screw everyone else, she will calm down when the novelty wears off. using reins isn't a bad thing though if you feel it's safer for her. my son would not use reins or wrist straps and it took him until recently to stop being an idiot out and about. x

As long as she’s safe and not causing destruction she’s fine. They do make little backpacks with tethers on them just to keep them from roaming too far from you though. Less about holding them back and more about keeping them safe

It takes practice you have to explain what's expected of her then help her. You can always say " you need to walk nice and listen to Mama or go back in the stroller."

She's a toddler...why do parents expect their toddlers to sit still and behave? lol I've never understood that. Your daughter is perfectly normal. And that little boy has probably been out walking around on his own for a bit now as well so it's nothing new to him. Like others said, it's your daughter's first taste of freedom. And no, she doesn't need a leash. All she needs is for you to be right there next to her, keeping an eye on her and holding her hand when needed. Now that she's walking in public, it's important to teach her how to hold your hand and stay close by.

No! She’s completely fine! She’s a tiny little toddler and wants to run around. It is aCompletely normal. That man sounds like an idiot. Let her be a happy, active child and don’t worry about it.

Your daughter is not wild, she probably just has not “runner” tendencies than the boy you saw (or the boy you saw was having a moment where he was being awesome)
Kids that age are unpredictable.  They might want to walk, they might want to run, they might want to be held or they even might be stubborn and just lay on the ground.
4 was a magic age for us where the kid was fairly independent and would also listen well/behave better for longer periods of time.  The ages before that are practice for getting to that magic spot.
