It can be hunger, but discovering their own hands is also a clear development phase for babies, so it doesn’t always mean that. If in doubt, offer a boob! He’ll let you know if he’s not interested!

Hands to mouth followed by fussiness is usually an indication of hunger. Depending how old they are their little tummies are small and need to be fed often. Look up hunger cues in infants on google- there’s a nice list of them 👍🏻

i know it always depends on the baby as they're all different, but mine definitely sucks his fingers when he's hungry, but he also does it sometimes after he's eaten and he's just sleepy and trying to soothe himself to sleep or when he's fussy about something else, fingers in the mouth lol.  we aren't using a pacifier with him breastfeeding and Dr said fingers in the mouth are normal for self soothing when not using a pacifier! 😊😊 (we're first time parents and ask a lot of silly questions haha)
