Hand foot and mouth. Go to the doctor and ask to be 100% sure. It's pretty common, especially if he goes to daycare. My brother had it a few times when he was a toddler. If you're potty training be sure to wash hands before and after. It's usually caused by not properly washing hands after they use the bathroom and put their hands in their mouths.
