Teething rash?

My 10 month old has a chapped bottom and testicles 😐 Poor guy screams and throws a fit whenever I wipe him/change his diaper... He’s had 4-5 poopy diapers the past few days (not normal) and I’m wondering if it’s a virus or just teething symptoms. He has two bottom teeth already but the top two are coming in I think. His top gums are swollen and hard. He didn’t have any issues when the bottom two came in. Any experiences with this would be appreciated!
