Venting 😭

I am 20 and have been on and off with a guy I met two years ago...he’s 22. About a month ago I met a man who is 28 and I explained my situation to him and he decided to go through with it. One minute he says we can both do whatever & just hang here & there and other moments he’s hinting towards a relationship all while I’m still talking to the 22 year old. Although I sometimes feel mistreated by the 22 year old, I don’t want to start over & obviously we know more abt each other. When I try to correct him he apologizes & the behavior is temporarily fixed but it ends up happening again. However, with the 28 year old I’m taken care of financially... something the 22 year old can’t do. I guess its more of a lust thing w him 🤷🏽‍♀️ I’m just confused what this dude motives is Bc I told him everything up front & now it’s an issue...
