What sort of things would require a Kindergartner to be held back?

We homeschooled in Kindergarten, but our situation no longer allows us to do so for the first grade school year. I feel like I wasn’t able to stimulate my little one as much as he needed during our year of homeschooling. So many things happened this year that I wasn’t able to *focus* on his schooling as much as I would have liked to. And I feel like he may be behind compared to other children his age. 
What sort of things academically would require being held back? 
Would it be bad to hold a child back in Kindergarten if the school/parent felt It necessary?

in my experience it's more of they are emotionally ready for first grade.. academics can be a factor but most holdbacks are due to maturity

It is absolutely not bad to hold a child back if it is deemed necessary! A lot of parents actually are having their children do two years of kindergarten, at least when I was teaching they were. I can't remember all the details but obviously literature and mathematics is a huge deal. If the child doesn't recognize letters & letter sounds then (s)he isn't reading and writing which should be done by kindergarten. They should be able to decode words in order to read and write. They do not obviously need to spell correctly though. Is the child able to talk about a story by summarizing, drawing pictures, etc. Is the child able to rhyme? Does the child know the sight words- I followed Dolch sight words. Do they know/understand nouns. 
Math: counting to 100 by 1s,5s, and 10s. Being able to count down from 10 Basic addition and subtraction. Can the child break up items to show more/less than. Does child recognize number 0-30. Being able to acknowledge basic shapes. 
I can't really remember much of social studies or science. We looked at maps, drew our own maps, they had to know phone numbers and addresses. Science we worked on life cycle, senses, habitats and planets. I'm sure there is more that I don't remember.

It would seem that kindergarten would be an opportune time to retain a child if needed. The child hasn’t been to school, so the feeling of repeating isn’t there and other students have no awareness of a peer being held back or being older than them. My husband and my cousin were both quite a bit older than their classmates because they simply weren’t ready to for kindergarten so they both stayed home another year. Didn’t negatively impact either of them.

I would think they’ll look at what your child knows already vs curriculum for what is taught in public school to determine whether they need to be held back due to academic reasons. They may even conduct a “test” to see if your child is ready for the next grade level. If you personally feel like your child wouldn’t thrive in the next grade level don’t feel bad about holding them back. I’d rather hold my child back and them do well re-learning things than push them forward and they fail/potentially have to take remedial classes or get held back anyway.

Kindergarten is the best grade to be held back in. First isn’t too bad but once it gets to 2nd classmates notice and start commenting. I would rather hold my child back when they’re young than push them on and have them be frustrated/struggle/hate school. Each school district has a different pupil progression plan that indicates when a child should be held back. Call and ask for it!
