Im confused 😕

yesterday morning I had a regular 38 week check up at my ob and she said my blood pressure was high and keep me there monitoring it for a few hours and done blood work on me and a urine test. she sent me home under orders not to be left alone because I was feeling light headed from my blood pressure being high. a few hours later I went to Wal-Mart and checked started feeling light headed again and check my blood pressure there it was 131/109 so I called my Dr back to let her know it was even higher than what it was in the office. My doctor told me to go straight to labor and delivery that with my other symptoms I was showing signs of preeclampsia that I needed to go to the hospital and be prepared to possibly be induced. well I was at the hospital for 4hours my bp was still elevated so they gave me a blood pressure pill and told me not to come back unless my water had broke or I was dilated to more than a 3 and having co,tractions closer together.my question is why would my Dr think my blood pressure is high but the Drs in labor and delivery not even see an issue with it being high especiallt the bottom number being 109
