Any gardeners on here??

Question

Last May my grandparents bought me a yellow rose bush for my birthday. This was pretty much one of the only things in my garden for a bit (I’m just starting out) and it took a while to train my 2 German shepherds not to pee in it. Well they peed on my rose bush quite a bit until they learned and I think they killed it! 😫😭 I cut the top off because it was obviously dead and I wanted to see if there was any white healthy plant and it looks pretty dried up and the stem is most definitely not green.. Just wanted to hear peoples thoughts and experiences on if I can get my rose bush alive and healthy again.

Since it was pruned back so much it might take awhile to come back. Rose bushes are very picky so I would test your soil to make sure it's the proper pH since the dogs urine is quite concentrated and feed some good fertilizer. Then you will just have to play the waiting game and see if you see any new growth.

Well... here's what I would do if it were me. 
First, I'd put some bricks around it, to try to make it a little less accessible to your dog. 
Then, I'd put a fresh layer of organic compost mix on top, or just some plain ol Jane top soil. 
Then, I would add a layer of mulch.  
Oranges and coffee grains, are some natural products that act as both a deterrent for dogs and cats, and they also help the soil and provide nutrients for the plant. I like to use both. I take about a cup of coffee grains, (you can even use the old coffee grains instead of throwing them away,) and ill lightly sprinkle it in my flower beds. Then, I'll take a fresh orange, and squeeze the juice all over my plants and soil, leaving behind bits and pieces of the orange peels. Since I've been doing this, my cats haven't gone near it. They don't like the smell of oranges and coffee grains. 
So... then you can water it. And if you would like to add some fertilizer, I highly recommend the  Alaskan Fish Fertilizer as it contains much needed nutrients that the plant needs, and it won't burn your plants or kill them. You can even use as much as you want. You can even spray the leaves and the stems and I give you my word, it will not burn them. 
Now, I don't think that your rose bush is dead. But, it may need time to recover. So give it some tender living care, and just watch it. It may take a while, but given some tlc, I think it can be revived. 
Remember to prune it right before spring. And fertilize it, about three to four weeks before spring, and about four weeks after. 
Look up some YouTube videos about how to properly prune a rose bush. You'll want to remove any dead branches, and you'll want to remove all the suckers. You want to make sure that there's adequate air flow too. So remove any branches that might be preventing air from being able to circulate. 
Make sure that it's staked up, or that it has something to climb. An arbor, or a piece of lattice. 
Once it starts blooming, you need to deadhead any spent flowers to encourage new growth and blooms. Give it lots of water too. Keep the soil moist. And the mulch will help it retain that moisture which will really help your plant.
