concerned about tummy time...

can anyone tell me if their babies did this or if I need to be concerned... my son is 3 months old and doesn't like using his right arm alot during tummy time and it drives me nuts. the doc said his reflexes were fine when i asked and said to wait till 4 months if no change but didnt see a problem.. but I'm still worried:/
