Do you think government employees should be paid based on productivity?

I’ve noticed anytime I go to a government office.. whether it be the DMV, tag office etc there are some employees doing all the work and others that socialize and sometimes literally just SIT there. I realize this is probably true for a lot of places but I notice it most in gov offices, probably because a lot are union employees and it’s extremely hard for them to lose their jobs. 
I honestly think it would better to pay gov employees based on productivity. It’s not fair for some to sit and do nothing while others pull their weight, but get paid the same.

Ehhh I mean I’m at work right now and mostly scrolling through Glow and Facebook. My work still gets done.

How would you individually assess productivity?
Honestly I’ve worked in government offices, and I always had issues with other employees being sucky, but specifically productivity is a hard thing to gauge. At least in the type of work I’ve done. Government employees do so many different types of jobs. 
In my personal experience, I’d rather a caseworker spend an hour going over one file to come up with the best strategies for the client than breeze through four in an hour, and have a lower rate of success.

When I worked with the county, I had people who worked way more than their 40 hours and only recorded 40. There were also some who didn’t do whole a lot. 
I think government employees are just like other employees, some hardworking and some not so much.

You never see the whole picture. Those employees who are socializing might’ve been the people busting ass to get stuff done an hour or two beforehand. You never have all of the information, and neither do companies who try to track people’s productivity. The only thing they succeed in doing is dehumanizing and demoralizing employees.

as a government employee I strongly agree with this statement I find often me and a handful of co workers are doing most of not all the work and others are sitting around goofing it off but the only problem would be how they would assess the productivity of the individual

It would be hard to pay them based on productivity because there’s no commission or anything like that involved. It wouldn’t make sense to have to micromanage and pay them based on how many people go through their line or how many papers they process or whatever. They would probably need to hire more people just to watch the employees. I don’t see how this is a good idea or how it would work.

I work for the government and I actually do waste a TON of time trying to measure my productivity.
In reality there is nothing that could measure my productivity, most of my work just isnt quantifiable.

Also I’d like to add, as a tax payer I just don’t feel it’s fair to pay someone who’s not doing their job.
