Should the public be allowed to use the staff toilet if the customer one is out of order?

The patient toilet is out of order every other week due to patients misusing it and we call a plumber out on a weekly basis because of it. I feel that if they can’t use a toilet properly then they should just wait till they leave or go home. The staff toilet is specifically for staff, we never have an issue with it and if we were to have an issue with it, staff would have to use the staff bathroom at one of our neighboring shops which is an inconvenience to them. 
Bare in mind there’s never a long wait, patients are here for no more than 30 minuets on most days.

Our workplace policy states we’re not allowed to let anyone who isn’t a client, use the facilities. I used to be lenient with certain people (which actually got me in trouble a few times), depending on how polite they are but given some of the things I’ve seen and the state the bathroom has been left in, I even accidentally walked in on a man peeing in the sink, and another stole the toilet paper role. Policies are in place because of behavior like that, not because we’re dickheads who want to watch people pee their pants. Furthermore, it’s not a public toilet, it’s private property, I’m sure you wouldn’t let strangers who knock at your door use your bathroom.

I think it's okay to turn people away if the public washroom is out order. The only people I would let use the staff bathroom is the elderly, pregnant or a young child who will probably end up peeing in the floor of I don't. That just creates more work for me then just letting them use the staff washroom.

I think your right to have a bathroom just for staff. My SIL owns a grocery store in California, they have a bathroom just for staff because they have a problem with druggies using their bathroom. They have left needles in the trash cans and toilets, my SIL has had to have the police physically remove people because they passed out with needles still in their arms. (Her and her husband just took over this store about a month ago in hopes of turning it around). Their employees have to the right to use a bathroom and.not be paranoid about getting stabbed with a dirty needle or stepping in drunk mans vomit. They also had a lady who would smear her sh** all over the walls, but they caught her.
