you arent supposed to check your own cervix

cervix would be low and very soft if you are progressing. usually you efface before u dilate.

Dilation doesn't really matter until you're in active labor. 
So even if you're checking your own cervix (which you're not supposed to anyway), it's not going to tell you much.
I was 3cm and 80% effaced for 3 weeks before my water finally broke.

It means its high . That means that you're not close to labor . I was high and closed when I got induced
