Bite or rash?

My baby girl got this on her neck this afternoon and I’m not sure what it could be. It’s not mosquito bites. There isn’t just one bump, there’s multiple little bumps on the red parts. Is it some kind of bite or some kind of raised rash??? 
Hubby did have her try dragon fruit this morning 😑.

Bite, put ripple antibiotic cream in it and keep that area dry

Rash, try washing that area every night or a cold wash cloth on it for a few mins. 
If those don’t help you can use an organic baby lotion. 
My daughter gets these a lot. She has very sensitive skin. I use a combo of bath, air dry, cold ice pack then lotion every night. A few days later there gone.

If it was from the food it would have came up this morning shortly after eating it. I wouldn’t think it’s that. Not sure what it is though. I’d keep an eye on it and if it gets worse see the dr
