Do you think it's okay for a father to let his 14 year old get her tongue pierced ?

My brother let My niece get her tongue pierced. She just graduated.... Middle school. First of all she's kinda "skanky" (uploads revealing pics, has 18 year old boyfriends, uploads sexual content ect) I just don't understand why her father allowed it.. I'm very open & I have tattoos piercing ect but 14 is so young to me ! What do yall think ?
