How to become a foster parent

My husband and I have been ttc off and on for about 2 years but I’ve decided if it happens it happens I was in foster care as a child because my moms ex beat me me and my husband want to become foster parents because I feel in my heart that’s what’s best we are both stable I’m 21 he’s 24 yes we may be young but we want to be able to give some kid the love it deserves we live in va so Idk how that works in my state so if anyone has any tips or advice let me know thanks so much 😍
